Cigarettes cost somewhat less in Croatia than in other countries of the European Union. For example, cigarettes in Croatia cost half of what they cost in Germany. Cigarette prices in Croatia are standardized, which means that you can buy a pack in Zagreb and in Dubrovnik for the same price.
